I don't have time to read all of this now, but the reason you 'lost' the files is because you answered NO to the question about the 1 exe file. The files should have been moved, not erased. Well it's for people who don't often empty their Recycle Bins so their hard drives don't become full with deleted files. Even if you had nothing to delete could have made a copy of something. That's how I did my test just a moment ago. So yeah, I have plenty of non-important files to play with. I could delete stuff I don't want or need anymore. I could delete copies or backups of folders.

I could delete programs or games and just reinstall them from the CD. I have lots of non-important files on my drives, but no, they aren't for just taking up HD space. Is that your defense for deleting important work documents? There was nothing else to delete? That's how I've always remembered it being, even for NT4, but I can't say for 100% sure. You should get an error message about it being the system folder if you try. You can't just delete a system folder anyway. I don't think so, but I'm glad to know things have changed with XP.

Is Windows NT really an Entreprise level OS ? The operation took half a second, with no silly messages like 'explorer.exe is an application, do you really want to.' I'm at home now, and I just put my 'Application' folder into the trash. IMO, it's quite silly to have an upper limit on how much you can 'store' in the Recycle Bin.
